Can French citizens get a visa-on-arrival?

Yes.
But please note that you need a pre-approved visa letter before boarding the plane to Vietnam. Upon arrival at Vietnamese airport you need to present this letter along with your passport to get the visa stamp and enter Vietnam.

Hello, please be advised that to qualify for the 45-day visa exemption, your passport must remain valid for at least 6 months upon your arrival in Vietnam. Therefore, be sure to renew your passport before traveling to Vietnam.
