So my question now is : Can you help me with my short time Visa application upto 60-90 days or help me in any other way, e.g communicate with a Vietnamese embassy if that is the only way to apply etc.?

I am aware that Vietnam is open to tourists but my application would be based on that I would be reunite with my financée in Vietnam and I am interested in investing there. Also I am aware that the Vietnam goverment has recently amended the law on entry of foreigners into Vietnam, among other things expanded rules e.g. with a new type of Visa etc.
